This function is deprecated. Initializes RIL for use by an emergency call module.

Parameters
- dwIndex

Index of the RIL port to use.
- pfnResult

Function result callback.
- pfnNotify

Notification callback.
- dwNotificationClasses

Specifies the classes of notifications to be enabled for this client.
- dwParam

Specifies the custom parameter passed to result and notification callbacks.
- lphRil

Returned Handle to the RIL instance.
Return Value
Positive HRESULTvalues indicate success and are used as command identifications for matching the asynchronous call result. Negative HRESULTvalues indicate an error. Errors are defined in the Ril.h file.
Remarks
This function is synchronous.
The RIL proxy translates the RIL_InitializeEmergencyfunction into IOCTL_RIL_InitializeEmergencywhen the RIL proxy calls RIL_IOControl.
